“Shri Tilak Raj Dhawan Educational & Charitable Trust”, the patronage body of Delhi Engineering College, is a strong believer of the fact that now is the time to achieve things ahead of time. It is only our thoughts, words and deeds that are appreciated by others and Praised by the Nation and the World which is in fact the actual way of enjoying the Honor. If one has a good heart by nature, one will get special respect from everyone and special treatment everywhere in the world. To achieve such a status one should realize what is one's Self, the World, the Nature and God and live according to natural justice or eternal order in the world. To such a person, whether the status in the society is high or low, one needs not be a slave to anyone and can lead a straight forward and bold life in the world. Soaring high to sublimity can be possible only by persons of this type in the world. But others also, by realizing the nature of life in the world and the Self, can soar high to sublimity whenever possible to redeem themselves and rejuvenate their inner spirits.

The vision of the promoting body, (the Trust) is to impart quality education with high standards par excellence in Engineering and Technology, to provide an excellent infrastructure in a serene and conducive atmosphere that would motivate the students in the pursuit of knowledge in Engineering and Technology

The mission of the promoting body, (the Trust) is :

• To provide an experience that inspires students to reach for the highest level of accomplishment and personal growth throughout their lives;
• To provide an environment that enables students and faculty to make lasting contributions to the advancement of knowledge and the creative practice of engineering;
• To share the fruits of our efforts in order to enhance the public's understanding of technology and to facilitate its use on behalf of society;
• To create and maintain a diverse, collegial community that recognizes and values the contribution of each individual;
• To create a technology savvy campus and to impart value based education.
• To create environment to foster technology incubation and relevant R&D.

The Chairman , Shri A.K Dhawan, is a visionary with rich experience in the field of Academics and Industry. He is a philanthropist, an active social worker and played a prominent role in the development of Educational Institutions.

Working with the missionary zeal, he has effectively used his skills for the establishment and management of various professional Educational Institutions that compare with the Best in the country and abroad.

His dream of world-class institutions materialized with the establishment of Haryana Engineering College, Jagadhri in 1998. The encouragement and overwhelming response, paved way for creation of other professional institutions in the following years, to impart quality education. His dedication and commitment to the cause ensured creation of other professional Institutions. Thousands of students and their parents who were fortunate to have any of the established colleges under his guidance, as their alma meter would be grateful to him for his contribution in the field of Professional Education.

The inspiration behind establishing the educational Institutions are the anvils on which the nation's citizens are forged and fashioned. Today's youth have light in their eyes, fire in their belly and grit to take on the world. Unless properly canalized, these sterling qualities wither away like unkempt flower gardens. Dr Sukh Pal  Singh Saini  (Ph D, India and PDF UK) served as Scientist-In-Charge & Head, CEERI Delhi Centre and Professor & Head Academics -M. Tech- Programs -C-DAC Noida before joining the college. He has also served at key positions at Central Electronics Engineering Research Institute at Pilani & New Delhi which include Sc F-Deputy Director (Computer Security); Sc-E I & E-II (Data Communication); Sc C (Microprocessor & PC); Sc B, CEERI & PDF (UK); Computer Modeling (UK-EEE Dept); SSA (Wireless Comm.); Senior R Fellow (Computer Modeling); Junior R Fellow (Computer Simulation) etc.

He has rich experience of 29 years of R&D at CEERI Pilani & higher studies experience at University of Birmingham UK in EEE Dept for 2½ years. His has tought Senior and Professor Level for 5 Years (BSAITM and C CDAC Noida). To add another feather in his cap, his total 26 Research Papers have been published in India and abroad. Three of his books have also been published. He had been project guide for nearly 200 students (M.Tech./ BE/B.Tech. Levels. He has been National Co-coordinator for UGC NET and CSIR JRF Program at CEERI Centre Pilani. He was awarded by the Best Director CEERI Microprocessor and PC Lab Facility set up for research Scientist.
